If you rapidly change camara modes you can get that effect.
i think it was my fault...because i did just that...i have a key bound to spectate and accidently pressed it 3-4 times real quick...it was quite a site to see...:D

No... not really. When the map changes, the people are actually playing eachother. This is just all the arenas superimposed on one.
Can be hard to follow, but fun to watch.
