Nope, I didn't kill him.
Since I don't want to spoil it for you, you get this gravity gun later in the game.

Miagi: The light going through objects seems to happen a lot, you'll notice it most when someone starts shooting you when you are behind some cover, say a buggy.
Sighs... When will the AI "learn" to stop looking at the pretty sun and water and FIGHT ME for once...

I'm not sure what happened here, I came around the corner and saw him like this. Maybe he was trying to climb down but choked himself on the railing. But being the decent person I am, I gave him a better burial on the nice shiny floor using the shotgun to push him over.
the crossbow sticks people into objects, he was standing on a platform on the billboard, and I shot him 20 times with the crossbow.
