Since I'm trying to get some video put together to make some music videos with I figured I would use spectator mode, but I couldn't. Is there one in HL2DM? If so what do I need to do to use it?

There is a spectator mode, but not in the sense your thinking. It is more or less a exploit that enables you to shoot anybody on either team.
