Does it mean, that in the first rounds only "blue" player vs. "blue" player pla - like a "division": Red Divison & Blue Divison, and the champion of both play against, and the 2nds of both play against and so on....?

The last list of players is actually arranged by time zone. But YES when you the final tiers are posted it will be blue players play blue players and red players play red players until the two divisions meet.
