If I remember correctly, MP_DECALS sets the number of decals that can reside in the server file (can't remember the file name at the moment). That CVar is to prevent the file from becoming GB size and slowing down the server access.

Changing the CVar will not prevent multiple sprays in a game, only the number of sprays that the server will hold.
