VoIP does not always work with 911

I have Vonnage VoIP and the 911 access is configurable. In the event I purchased a phone number with an area code in Texas (for in-laws to dial locally), I can still set up the 911 for Tampa. In fact, Vonnage continually sent messages to us until we configured our 911 feature.
