reconnector fix 2

there exists, in the current fix, a small window of opportunity, with which someone can get a game right away, despite their being game(s) in progress. it's very difficult to exploit however. since this is the case, let me explain: if an arena has a match going on but one of the players is not 'physically' in the arena...meaning he fell or has been killed, the arena is not technically 'full'. the new version of the fix is more cautious. rather than asking the question: "is this arena 'full'?", it asks: "is this arena waiting for players?". so, the point is that the current fix is good, the new one is great.

so where is it? well, i'm not going to release the code until i run further tests tomorrow and determine, for sure, if it's a significant improvement over the previous method. i just wanted to let people (especially grits and the admins) know that i'm aware of the problem and i'm going to try and get this improved fix on evil's next linux compilation...thanks :).
