Sending HTML e-mails with Outlook

I tried to send a message with fairly basic HTML code (since almost all clients can recieve it these days) and it wont read the code. There is an option that says "Rich text (HTML)" but I'm assuming that's if you use the in-client formatting features. Anybody know how I can throw in a premade template and use that or if there is a different e-mail proggy that will let me do it?

You using Outlook or Outlook Express? Also which version?? 2000 XP 2002...etc.
Believe it or not, Outlook and Express are pretty damn different.
