Someone mentioned this before, but I forgot about it like most things, and just remembered it when I was getting spammed by push discs in rico the other day.
I plan on making it a server variable if people think it would be interesting. I could even make an adminmod plugin that people could vote for the mode.
Probably mp_decaponly.
Also, I think I will add mp_tournament as a mode too, so maps with powerups could be played without powerups if you wish.
