There's always going to be someone who is good with a weapon, whether it's AK, M4, or one of the scoped rifles. Sometimes there is an imbalance... when there's one person sniping, it's not too bad as you at least have a chance.
I can understand your frustration when several good snipers were on the opposition team, and at least one was picking the AWP all the time. That was restricted, it did stop (as you said above he went to the AutoSniper). With the other weapons there's still more of a chance of survival... a hit in the leg isn't fatal from AutoSniper but most likely will be from an AWP.
