Why not take an alternate route? CS isn't supposed to be Quake, it was designed to involve strategy (albeit somewhat poorly implemented) beyond when to rocket jump and which weapon switch alias to use next. If there's a sniper somewhere, they can't see all of the map, so backtrack and get at them from behind, distract them, blind them, etc. There are a large number of options, and if you can't be bothered to explore them (especially when you know it's going to be needed), you can't expect rules on weapon use.
I do agree with scoped weapon restrictions for low player counts on most maps, but that should be decided on mutually by the players present.
