Its the java software. Its a quick download.
The best software to use for IRC is mIRC Its always being updated. It is pay to use, but there have been a few people that sent in payment for it and never got the code for it. Once the time is up for it, it just gives you an annoying pop up thing when you start it up, nothing major, just annoying. From what I can tell all the functions are still there.
